Overview

Susan Lovejoy is a senior policy analyst at the RAND Corporation. During her time at RAND, Susan has provided qualitative research support and project management across a wide range of subjects, such as provider performance measurement, value-based purchasing in Medicare and the private sector, quality improvement in healthcare settings, physical and behavioral health integration, maternal/child health, and military healthcare. She has contributed to environmental scans of physician and hospital pay for performance, value-based purchasing programs, episode-based payment, and maternal/infant health. She has also managed and contributed to CMS projects such as the design of an evaluation of the Health Care Innovation Awards, an evaluation of the Medicare Current Beneficiary Survey, and analyses of Medicare ambulance services and global payment for procedures. She was the project manager and a research contributor for an assessment of VA healthcare resources and capabilities. Susan has a Master of Science in health care policy and management from the H. John Heinz School of Public Policy and Management at Carnegie Mellon University.
