Presents estimates of chlorofluorocarbon (CFC) and precursor chemical production for the historical period 1970-1977, and projections for 1990 production in the absence of policy action. Examines effects on producing industries of limiting CFC emissions under a mandatory control strategy and various economic incentives strategies. Develops relationships among CFC use, CFC production, and precursor chemical production which form the framework for analyzing the implications of any policy design for reducing CFC emissions.
