Beth Lachman is a Senior Operations Research Analyst with over 25 years of experience at RAND. She specializes in military installation and environmental management, and geospatial technology and other military analyses. Her expertise includes systems analysis of installation infrastruture, property, water, and energy management; military sustainability planning; BRAC analyses; environmental science and technology policy; assessment of Soldier and Family support programs; installation encroachment assessments; geospatial technology analyses; development of effective partnerships; and mathematical modeling and GIS analysis of infrastructure and environmental issues, military medical, and urban systems. Recently, she has been leading projects to assess cost effective use of excess installation property and installation public-to-public partnerships; developing guidance for Army installation water rights; conducting a strategic analysis of future Army installations based on external trends; and developing performance metrics for Soldier and Family support programs. Lachman has an M.S. in operations research from Stanford University and a B.S. with distinction in operations research and industrial engineering from Cornell University.
